Express titles set
to scupper PCC 2

As eight former News of the World
journalists were this week charged with
conspiracy to hack phones, an industry
plan to stave of statutory regulation was
threatening to unravel.
All four Express Newspapers editors
told the Leveson Inquiry they would not
sign up to the beefed-up self-regulation
system proposed by body Pressbof.
And in its closing submission to the
inquiry, Northern and Shell said it would
not agree to editors sitting on the new
body and called for an independent body
to oversee appointments.
Without Northern and Shell buy-in, the
future of the Pressbof regulator plan was
looking doubtful this week as Lord Justice
Leveson closed the publi
