BOB C ARPENTER: When they say that they’re the voice of the Republican Party, they are, in fact the voice of the Republican Party. They’re the ones who vote in primaries. They’re the ones who elect the party central committees and the state central committees. We’ve allowed them to do that, because moderates don’t turn out as reliably at the polls as people with more extreme positions do. On a cold, snowy Monday night in Iowa in January, it’s a tried and true fact: a rock-solid, conservative Republican is going to trudge through the snow to sit in a damp church basement, whereas a moderate is going to find 10 other things to do besides going to a caucus.Vol. XXII - No. 3 2011<br />
