EMS is dispatched to the scene of hit-and-run accident in<br />
which a male pedestrian was struck by a vehicle traveling<br />
approximately 40 miles per hour on a busy city street.<br />
EMS providers arrived to find an approximately 30-year-<br />
old male lying unresponsive on the sidewalk. Bystanders<br />
reported they saw the patient running out into the street<br />
about 200 feet behind where EMS encountered the<br />
patient. They witnessed a vehicle strike the patient, briefly<br />
stop, and then speed off.<br />
Upon their initial assessment of the patient, paramedics<br />
