The legislation also adds power to the<br />
Office of the State Comptroller, which now<br />
is in charge of approving state authority<br />
contracts valued at more than $1 million<br />
that are not competitively bid, as well as<br />
contracts that are paid with state funds<br />
appropriated to that authority.<br />
