HEN DAN QUAYLE WAS VICE PRESIDENT in 1991 he addressed the American<br />
Bar Association at its annual meeting in Atlanta. Quayle was chair of the<br />
President’s Council of Competitiveness, and his address put forward several<br />
recommendations made by that body for reforming our legal system. He concluded his<br />
