NEW YORK—Three days late and more<br />
than a few dollars short, the New York state<br />
budget seeks to close a $17.7 billion budget<br />
gap through a host of new taxes, fees and<br />
spending cuts.<br />
From a new tax rate for high-income<br />
individuals to elimination of the School Tax<br />
Relief (STAR) Program, some provisions in<br />
the enacted 2009–2010 budget are particu-<br />
