Hunt-Black rethink<br />
of regulation plan<br />

Lords Black and Hunt offered a<br />
conciliatory response to Lord Justice<br />
Leveson as he yesterday called for a new<br />
independent press regulator backed up<br />
by statute.<br />
The pair will now lead the industry's<br />
efforts create a new regulator<br />
independent enough to stave off the<br />
threat of legislation.<br />
But a battle could lie ahead over<br />
Leveson's suggestion that the new<br />
regulator should be have legal backing<br />
to underpin its independence and<br />
effectiveness and, he said, to guarantee<br />
press freedom.<br />
Publishers and editors are particularly<br />
wary that the press regulatory would<br />
ultimately be supervised by Ofcom under<br />
the Leveson plan.<br />
